Founder & President, Elite Building Code Consulting, LLC
Joseph M. Atchue brings more than 30 years of construction industry experience to his work as a leading code consultant in Massachusetts and Rhode Island. He graduated at the top of his class from both the Architectural Building Engineering Technology program at New England Institute of Technology and the Construction Management Technology program at Wentworth Institute of Technology.
In addition to his academic accomplishments, Joe is a Certified Building Official through the International Code Council and is duly licensed in both Massachusetts and Rhode Island. He also holds an Unrestricted Massachusetts Construction Supervisor License (CSL). Joe teaches continuing education for current CSL holders and provides exam preparation for those seeking to earn their Massachusetts license.
Joe’s background includes extensive experience in both the private and public sectors. He has worked as a contractor and project manager, as well as a Building Official for several cities and towns. His most notable role was serving as the Director of Inspection and Standards and Building Official for the City of Providence, Rhode Island.
With decades of hands-on experience, Joe combines deep technical knowledge with practical insight into project demands, deadlines, and industry standards. His expertise covers Building, Energy, Life Safety, and Accessibility Codes, along with zoning, planning, conservation, floodplain management, comprehensive permits, the FEMA 50% Rule, CRMC regulations, and more.
